Set RDS Cluster Snapshot to Private

This CLI command requires 'rds:ModifyDBClusterSnapshotAttribute' permission. Successful execution will reset this RDS Cluster snapshot ACL (Access Control List) to private. This will ensure that only Owner has full privileges.
